Efforts to control blindness in Arunachal
Eye care-facilities and challenges
Staff Reporter
ITANAGAR, Apr 22: Arunachal Pradesh has become the second highest blindness prevalent State behind Assam with cataract being the main cause of loss of eye sight at old age.
This was revealed during a state level consultative meeting organized by Vision 2020--India and National Programme for Control of Blindness (NPCB), Arunachal Pradesh unit.
The consultative meeting was organized to analysis and develop action plan for strengthening eye care services in Arunachal Pradesh
As per the national survey conducted by NPCB during 1986-89, the prevalence of blindness in Arunachal Pradesh was 1.23 percent. The number has increased to 2.28 percent in 2003-04 (as per Northeastern RAAB survey).
Non-availability of resources and under utilization of available resources, lack of ophthalmologists, patients' reluctance to undergo eye surgery, transportation expenses, thin density of population (17 per skim) besides lack of awareness have been identified as the main barrier in controlling blindness in the State.
It was informed that the total number of cataract surgeries performed during 2015-16 (April- December) by both government and NGOs were 1122 with Papum Pare leading the number with 740 surgeries followed by East Siang (132), Twang (51), West Siang (51),  Changeling (43), Upper Siang (32), Upper Subansiri (28), Lower Subansiri (27) and Lohit (18).
Of the nine districts, four districts had only one free cataract eye camp each while there were no eye surgery camps held in 11 districts during that period.
There are only 14 ophthalmologists, 8 dedicated eye operation theatres (OTs), 2 general OTs available for eye surgery, equipments for surgery at 8 districts and 10 facilities beside State Mobile Unit. Of them, three OTs with equipments are lying idle due to lack of Ophthalmologists.
It was recommended that all the three defunct OTs and 10 facilities be made functional and strengthened with appointment of full-time Ophthalmologist. There should atleast be one Ophthalmologist in every district hospital with provision of OT, basic surgical and diagnostic equipments. The Hospitals needs to be equipped with advanced medical equipments and Vision Charts.
Moreover, 20 vision centres, which are not functional, can be handed over to NGOs/INGOs on PPP mode, it suggested.
Later, addressing the meeting, Health Commissioner Hage Kojeen assured to take up the recommendations with the State Government for needful action.
The Health Commissioner while taking serious note of the prevailing situation, stressed on reaching out to the people, identifying eye patients and motivating them for treatment involving the PRI members, ASHAs and Anganwadi workers.
He sought special package from the central government since there is only 10 percent matching grant provided by the State Government with no additional support and fund from NRHM for eye care.
It was disclosed in the meeting that district fund allocation is non-existent as the NCPB funds are pre allocated.
Further, NCPB funds are not fully utilized as the funds are transferred to State Health Society, very close to the end of the financial year.
He also sought help and support from various NGOs working in this field at national and international levels.
Kojeen hoped the experts attending the meeting from the State, country and representatives from NGOs working in this field will put forward ideas and knowledge for control of blindness in the State.
NHM Director PK Thungon stressed on vision screening at early stage at school level and training of the ASHAs, ANMs for identifying eye patients.
He also assured to look into the grey areas and make all defunct eye care centres functional.
Thungon called upon all, especially old-age persons with cataract and other eye diseases to come forward and get proper treatment to save the most precious gift of God.
Earlier, NPCB, Arunachal Pradesh Programme Office Dr. Taba Khanna highlighted the aim and objective of the meeting and Vission-2020.

Saga of bad roads and blockades
[ Taba Ajum ]
ITANAGAR, Apr 22: For the second consecutive day, denizens of capital complex had to bear the brunt of road blockade and bad road. Massive traffic jam was witnessed near Hotel PYBSS, Niba Hospital (Papu Nallah) and in the sector roads.
Life has been thrown out of gear due to incessant rain and pathetic condition of road.
To make matter worse, Tempos, the lifeline of the transport system of the capital has doubled its fare.
"One way fare from Ganga to Zero Point and vice versa have doubled to Rs 20 from existing Rs 10. This is unfortunate. Administration should take note of it," said an angry resident.
There is massive outpour of anger against those responsible for destroying the capital road and there is huge demand for initiating strong action against them.
"Most of the destruction caused to highway, arterial and sector roads is due to illegal earth cutting and illegal construction of buildings. Best example is blockade near Hotel PYBSS. Blockade of natural drain while constructing the hotel paved the way for this problem. Due to one person's mistake, whole capital is suffering. Likewise there are several instances where road have been destroyed owing to illegal construction. But no one raises their voice against it," said an agitated denizen of Itanagar.
Further he added, "Our people only make issue when they see some monetary benefit. It looks like they are only concerned about their own individual life."
During monsoon season every year Arunachal witnesses these kinds of incidents but no one seems to learn any lesson. On regular basis, district administration issues circular after circular banning all kind of illegal earth cutting along the highway and other roads. But most of the time order remains only in paper and hardly gets implemented. Also people often blame government for all the mess, little bothered about their own duty towards the state.
Recently, we have seen how the newly constructed Papu-Yupia section of Trans-Arunachal Highway got damaged at multiple places because of illegal earth cutting near the highway. Is not it duty of citizen to protect road for better future?  They don't mind destroying public property for their personal greed but will not contribute single penny for reconstruction. The duty of the government is to create assets and it is duty of the public to zealously guard it.
In fact government of Arunachal should draft a new law proposing that whoever causes destruction of road should be made to pay for repairing the stretch of road damaged by them. It is time people of state lodge strong protest against those who create obstacles in the developmental process. By remaining silent, we are only encouraging the wrongdoer.

Let parliament function smoothly

The new session of parliament will commence on coming Monday. The session is expected to be explosive. As its election year with states like Tamil Nadu, Kerala and West Bengal going through an election process, the parliament session will be used to trade heavy political punches. Both opposition and ruling parties will try to make maximum use of the session to score political brownie points. However the big worry is whether parliament will again bore the brunt of political war.

In the last one year session after session has been disrupted by the opposition parties over various issues. Infact since the time of UPA II parliament has never been allowed to function properly without disruption. It’s unfortunate that political parties are resorting to the method of disruption instead of discussion inside the parliament. Key legislations including the Goods and Services Tax Bill are still pending. Early passage of GST and other pending bills will help to boost the country’s economy. By holding back these bills, the political parties especially the opposition parties are creating obstacle in the path of development. Lok Sabha Speaker Sumitra Mahajan has called an all party meeting on Sunday to discuss the ways for smooth functioning of Parliament. Hopefully all the parties will adhere to the decision taken during the meeting. They should rise above partisan politics and think for the welfare of the people of India. Disruption of parliament is not in the interest of anyone. All political parties should join hand together to take India to a better future.

Whom are we waiting for?

Dear Editor,

It is high time The Arunachal Pradesh Public Service Commission had a Chairman/Person. The Commission has been functioning without a head for about six months or so. The Government of the day is also aware of the fact, but as of now nothing seems to be forthcoming for the time being. It was a ridiculous act of the Government to issue a notification to the effect, for the post of Chairman of APPSC. It is not done. Neither in the UPSC or for that matter any State Public Service Commission. Yes, there are no hard and fast rules for appointment of Chairman in State Public Service Commissions. By convention the senior most serving Member is appointed Chairman by the appointing authority the Governor of the state.

Of course, by all means the appointment of Chairman and Members is essentially a political one. However in the case of appointment of a Chairman following retirement of the serving Chairman, as mentioned above, by virtue of being the senior most Member, He or She as the case may be is appointed Chairman/Chairperson. Notwithstanding the aberration in the case of the present Chairman of UPSC which was avoidable.

The terminology of ridiculous notification, I would explicitly like to dispel the notion of the Government for whatever reason arrived at a decision for such terms, condition and qualifications there off, which is incomprehensible. Here it is pertinent to note, if we have to go by the notification in question, what is stopping them.

The current senior most Hon’ble Member is Miss Mamang Dai, a 1979 batch IAS officer, she was the top journalist of our state, she is also a writer and a poet par excellence, and to top it all she is a Padmashree. If such credentials are not enough to qualify, then what is? So She should have been the natural choice, I can’ think of a better person in the state to head the Commission.

The Government might say there is a case going on where a lot of hulla ballo had been doing the rounds during the question paper leakage episode. I would like to point out that the internal functioning of the Commission is complex and entirely a different matter altogether. I cannot divulge how the system works. As an insider I can only assert that whatever happened in this unfortunate episode, it was beyond the scope of the Chairman or any Members and charges made against them were totally unfounded.

In supplement to the above episode the matter had been handed over to the SIT for investigation. The matter has been dragging on without any sign of closure. The onus is on the Government. If any Chairman or Members are implicated in this particular case, substantiate it rather than hold the issue in perpetuity. Why should the Chairman or Members be at the receiving end for inability of the SIT to come out with the verdict? I hope that good sense will prevail and the Powers that be, of the day will appoint the Chairman/Person of APPSC.

Yours,

Jathi Pulu

A department neglected

Dear Editor,

I have the honour to say few lines through your paper to the government. Being a common man, I would like to speak about myself, a staff of department of economics & statistics.

Our department has to do various works like National Sample Survey, Population Census, Economic Census, Registration of births & deaths, business registration, employment & unemployment survey, state & district publications and other works of the government like election duty, etc. from time to time. The department is also being made the nodal department for enrollment of National Population Register and Aadhaar cards.

Since my inception in the department many other departments have got up gradation of their pay through various lobbies. But the department of economics & statistics remains missing from that list. Not that the department hasn’t tried. We had initiated movement for enhancement of our pay long back (some 2 decades) & still on process. Many a times our files (on upgradation of pay) reach a high power committee. But our files get turned down/ postponed at that level consistently. And we are frustrated. But we have colleagues senior, who are on verge of retirement, as well as some younger ones who have never say die attitude. They hope that the dream would one day be true.

What is the reason for this stagnancy of the pay scale of economics & statistics department? Don’t they wish for higher pay at par with their peers or are they hermits? Lastly I urge to my colleagues that we are not begging/ self pitying ourselves. We are asking, demanding our right and self respect.

As the General Secretary of Arunachal Pradesh Economics & Statistics Personnel Welfare Association (APESPWA), I wrote recently in this paper that Economics & statistics is the backbone of the state. But the backbone is not getting enough calcium to be strong enough to stand straight and tall.

We hope our Chief Minister cum Minister of the Department if acknowledged of the gravity of the issue would be kind enough to mitigate it.

Yours,

R.Pulu

An appeal to Public Service Commission

Dear Editor,

The ongoing interview for selection of lecturers for Polytechnic Colleges being conducted by Arunachal Pradesh Public Service Commission (APPSC) is confusing the appearing candidates. As it is a walk in interview, no one knows how the commission is going to judge the performance of candidates. There are chances that even best candidates may not perform properly in the five minute interview.  First of all commission along with higher and technical education department has made big mistake by not conducting written exam. Next time whenever they conduct interview for the post of lecturer, be it for Polytechnic or Degree Colleges they should hold written exam.

As it’s too late, for the ongoing lecturer interview APPSC should first give more importance to performance of candidates in their respective subjects. Knowing general knowledge is important but emphasis should be given on how the candidates performed in their specialized subject. Secondly, marks scored by candidates by during class X, XII and degree exam should be taken into account at the time of final tally.

We have high hope on APPSC. Though rumours constantly float that exam is being fixed but our trust in commission is intact. We hope best candidates will get selected and no favouritism will be done.

Yours,

An aspirant

Be sensitive towards emotive issues

Dear Editor,

Apropos your editorial titled, "Be sensitive towards emotive issues" (Arunachal Times, April 20, 2016) , the statement of Uma Bharati, "drought is a phenomenon for which it is pointless to plan in advance" is as harsh as it gets. Unfortunately, the drought affected people of India are being treated with such acidic comments and narcissistic selfish selfies by politicians. They have become so myopic that a long term planning has been branded as 'pointless' by them. The drought in sensitivity is more alarming than drought as natural calamity.

Sujit De, Kolkata

Good initiative

Dear Editor,

All Arunachal Pradesh Students Union (AAPSU) welcome the current system adopted by the Directorate of Higher & Technical Education for disbursement of stipend through bank account of the students. The stipend and book grant for the year 2015-16 to APST students pursuing higher and technical education courses within and outside the state have been disbursed to students through SBI Bank Account. The system has immensely helped the students in getting their stipend on time and without any hassle. For this hassle free services provided by the Directorate of Higher & Technical Education, AAPSU extends its appreciation to the entire team of the directorate.

Moreover, AAPSU also extends it appreciation to the state government for enhancement of the rate of stipend handsomely. It will immensely help the poor Arunachalee students in pursuing higher studies even in other states. Earlier students were facing lot of problems due to acute delay in disbursement of stipend. Many students were not able to get stipend because of lengthy processes. But, now stipend amount is directly credited to the students’ account which is a matter of great relief and joy for the students’ communities studying in the state and outside the state.

Yours,

Tanya Agu,

Spokesperson, AAPSU
